CORVA Submits Recommendations to Improve AB 1613

Thank you to everyone who took the time to share your thoughts on AB 1613. Your feedback has been invaluable, and I'm pleased to let you know that CORVA has formally submitted recommendations to Assemblymember Lori Wilson based directly on the concerns expressed by our membership.

While CORVA supports the goals of improving OHV safety, education, and responsible stewardship, we also believe the legislation must be fair, practical, and workable for California's diverse off-road community.

Based on your feedback, CORVA recommended the following changes:

  • Clarify the application to street-legal vehicles. We requested that the Legislature clearly exempt street-legal vehicles operating on public roads and legally designated routes. If street-legal vehicles are ultimately included, the bill should clearly define when and where the certification requirement applies to avoid confusion and inconsistent enforcement.
  • Keep the course affordable—or free.We recommended that the safety course be offered at no cost whenever possible. If a fee is necessary, we suggested reducing it to approximately $19 to minimize the financial impact on individuals and families.
  • Make the certification valid for life.Rather than requiring periodic renewals, CORVA recommended a one-time lifetime certification. If additional training is necessary, it should only be required for individuals who are cited for an OHV violation.
  • Focus on education instead of punishment. CORVA supports an education-first approach. Instead of issuing an immediate fine, individuals who have not completed the course should receive a warning or correctable citation requiring completion of the course.
  • Protect against unnecessary enforcement. We strongly support the bill's provision prohibiting law enforcement from stopping someone solely to check for an OHV safety certificate and asked that this protection remain in the bill and be clearly communicated to the public.
  • Continue involving the OHV community. We encouraged the Legislature and the OHMVR Division to continue working with organizations such as CORVA, Cal4Wheel, AMA Districts 36 and 37, American Sand Association, ORBA/SEMA, MIC, ROHVA, and local clubs to develop practical and effective educational materials.

This process is far from over. AB 1613 will continue moving through the Senate, and there will be additional opportunities for discussion and amendments before the bill reaches the Governor's desk.

Your voices have shaped our recommendations, and we will continue advocating for legislation that improves safety while protecting responsible recreation and access to California's public lands.
